Beaumont Zoning Ordinance, to create a CBD-D, Central
Business District Design Overlay District

STAFF REPORT
The Planning Manager recommends approval.
With the increase in public and private investment in Downtown
Beaumont, the City recognizes an increased need to protect existing
development while encouraging continued growth. One important
way to help protect investment and attract new interest is through
design control.
There are several ways to control how buildings in Downtown
Beaumont are restored, built and expanded. One such way would be
similar to that used in the Oaks Historic District. Specific guidelines
were created and individuals must receive approval from the Historic
Landmark Commission on all renovations to the exterior of the
structure.
With no common architectural theme within the Downtown area,
developing guidelines that would address specifics of the many building
styles would be monumental. In addition, freezing the allowable
range of architectural styles to not allow current or even Twenty-First
Century designs may not be in the best interest of Downtown.
A more appropriate way to deal with the situation is to develop
guidelines that would outline what would be compatible in terms of
building materials and what building materials wold be prohibited.
