SUBJECT: Consider a request for an amendment to the City of Beaumont
Zoning Ordinance, Chapter 30, Section 30-23.1 (f) 4a to
increase the maximum size of a subdivision identification sign in
the Major/Dowlen/Gladys/Hwy. 105 Sign Overlay District.

The Planning Manager recommends approval of an increase to 6' in
height (measured twenty-four (24) inches above the curb height)
and 70 sq. ft. in area.
The current ordinance limits the size of a detached subdivision
identification sign to 5' in height and 20 sq. ft. in area. Since 2003,
the Board of Adjustment has considered two variance requests by
subdivision developers to exceed the height and area requirements. In
both cases, the variances were granted.
One sign was granted a height of 8' (six (6) foot sign in a two (2) foot
planter) above the curb and 70 sq. ft. in area. The other was
granted a height of 6' 9 2" above the curb and 120 sq. ft. in area.
Both signs are on Major Drive where the developers made the
argument that because of high speed traffic along Major Drive and
the fact that the road sits higher than the entrances to the
subdivisions, larger signs were needed.
Assuming that Major Drive is an extreme situation, a sign that does
not exceed 6' (measured twenty-four (24) inches above the curb) and
70 sq. ft. in area is appropriate.
Sec. 30-23.1 (f) 4a:
a. One (1) detached identification sign may be constructed
at each entrance to identify a single family residential
development. Such signs will be subject to the following
conditions and restrictions:
(i) Building wall signs will be prohibited.
(ii) The sign must be for permanent identification of a
subdivision.

(iii)The sign shall not exceed twenty (20) seventy (70)
square feet in area.
(iv) The sign shall not exceed a height of five (5) feet
above the ground be greater than six (6) feet in height
- the maximum height being measured from twenty-four
(24) inches above the curb height adjacent to the
property.
(v) The sign shall not be illuminated except by reflective
flood light type illumination. There shall not be
any flashing or intermittent lights.
(vi) All parts of the sign may be located at the property
line.
(vii)The sign shall meet the wind load requirements of
the Building Code.
