FILE: 697-OB STAFF REPORT The Planning Manager recommends approval of this abandonment request subject to retaining a 20' wide general utility easement. George and Sandra Bullington, Gilbert Adams and St. Giles Living Centers, Inc. are requesting the abandonment of the 20' wide alley in nd Block 12, McFaddin 2 Addition. All but two property owners within this block would like the alley abandoned. The applicants state that over the past few years, there has been an increase in the number of vagrants and street people wandering through the alley. There have been several instances of graffiti and broken windows. Over the past year, adjacent property owners are now having extensive vandalism to vehicles along with theft from properties and vehicles. This item was sent to all interested parties. Centerpoint Energy states that it has a 2" gas main in the alley. City of Beaumont Water Utilities has a 6" concrete sanitary sewer main in the alley. AT&T states that it has two buried communication cables in the alley. Entergy has three phase 4 KV distribution facilities in the alley. Time Warner Cable states that it has cable lines on existing power poles in the alley. All have stated that the retention of a general utility easement would suffice if the alley is abandoned.
