FILE: 674-OB STAFF REPORT The Planning Manager recommends approval of this request subject to the retention of the necessary easements. th Christus St. Elizabeth is requesting the abandonment of 14 Street, between North and Calder. The hospital will be building a 414,000 sq. ft. addition to its campus. The expansion will replace the existing surgical suite, emergency room, clinical laboratory, central pharmacy, central sterile processing and replace 48 acute care beds and 42 intensive care beds in the first phase. Two shell floors will be constructed for a phase two addition of 48 beds per floor. The first floor will house the emergency room and minor care replacement facilities. A covered ambulance drive will extend along th 14 Street at the west face of the new tower. Patient drop-off and parking for 6 to 8 ambulances simultaneously will be provided at this drive. A separate emergency room walk-in entrance will be provided for non-ambulance traffic near the Emergent/Minor Care Waiting room facing Calder Street. This entrance will be designed with a new surface parking lot. A bridge connection from the new West Garage th structure will occur at the second floor over 14 Street. th Christus St. Elizabeth states that due to recent flooding along 14 Street and the high volume of ambulance traffic being redirected to this street, the hospital is requesting the abandonment. With the abandonment of the street, Christus St. Elizabeth can better delineate and separate ambulance traffic from non-emergency traffic. Improved drainage and landscape features will be designed to help area drainage and to give the campus a more unified appearance. The existing utilities below the street will not be disturbed and will remain under the jurisdiction of the City of Beaumont. Exhibits are attached.
