Phase I

STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. Show the addresses on the preliminary plat
2. Provide the name and signature of the owner on the
preliminary plat
3. Provide the street name
4. Sidewalks will be required along the unnamed street and
Smith Road
with a variance to the temporary cul-de-sac length requirement
from 800' to 1,640'.
Faust Engineering and Surveying, Inc. has applied for the
approval of the preliminary plat of Santa Rosa Estates, Phase
I. The property is located on the west side of Smith Road south
of Walden Road in the City of Beaumont Extraterritorial
Jurisdiction (ETJ).
The Master Plan for the entire development encompasses 80 acres
and includes 29 single family lots. Lot sizes vary from 1.42
acres to 3.66 acres. The property will be served by streets
with 60' wide rights-of-way and 20' wide concrete pavements.
Open ditches will provide drainage. The subdivision will be
served by the Meeker Municipal Water District. Each lot will
be served by an individual on-site sewerage facilities.
Phase I will include 5 lots served by a temporary cul-de-sac.
It exceeds the 800' maximum cul-de-sac length requirement.
The applicant is asking for a variance to that requirement.
In addition, the Subdivision Regulations state that sidewalks
are required in all new subdivisions and along arterial and
collector streets. The Planning Commission may grant a waiver
to the sidewalk requirement if the applicant can prove that
there is an engineering reason for not installing a sidewalk.
