STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. Change the name of Westfield Avenue to Claybourn Drive.
2. Sidewalks will be constructed on both sides of Mystic Lane
and Westfield Avenue prior to final plat approval or a
financial guarantee will be submitted to the City to
guarantee construction as required by the Subdivision
Regulations.
Joe Pattie, representing Carroll and Blackman, Inc., has applied
for preliminary plat approval of Fairfield, Phase III. Phase
III will consist of 20 single family residential lots. The
lots will be served by Mystic Lane, a cul-de-sac street of
approximately 695' in length and with a 50' wide right-of-way
and a 27' pavement width. A temporary hammerhead turn-around
will be constructed on either side of Westfield, west of the
ditch. Sidewalks will be constructed on both sides of Mystic
Lane and Westfield Avenue.
As part of the development of the subdivision, Westfield Avenue
is being extended to the east side of DD#6 Ditch 123-D.
Westfield Avenue is a continuous street that will eventually
tie in with Claybourn Drive in Barrington Heights. The
construction of this street will be a joint effort of the
developer, BISD and DD#6. Within two years, BISD plans to start
construction of a new elementary school on a 19 acre tract that
it owns on the north side of Westfield Avenue.
On another agenda item, the Planning Commission will consider
changing the name of Westfield Avenue to Claybourn Drive.
The name change is being requested so that once Westfield Avenue
and Claybourn Drive connect, the continuous street will have
one name.
