Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a pest control service and home inspection service in a GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District. FILE: 1763-P STAFF REPORT The Planning Manager recommends approval of this request subject to the following condition: 1. Move the entire site plan 10' to the rear of the property to allow for the expansion of Concord Road and with a modification to the landscaping/screening requirements along the north, east and south property lines. Kenneth Carr, the owner of Guardtech Pest Management, Inc. and The Home Team Inspection Service, is requesting a specific use permit to allow the operation of a pest control service and home inspection service at 6550 Concord. The plans include the construction of a two story, 3,000 sq. ft. building and related parking and company vehicle storage. The two companies will employ a total of twelve employees. Two to three customers per day can be expected at the businesses. A maximum 20' tall monument sign is proposed. Mr. Carr states that the companies have outgrown their present location and wish to move to a new location on Concord. In June, 2000, the City Council approved Mr. Carr=s application for a zone change to GC-MD-2. The City Engineer states that additional right-of-way may be needed for the future widening of Concord Road. He recommends that 10' be required of the applicant. The Planning Manager has discussed this with the applicant and he is willing to amend his site plan to reflect the loss of 10' of his property. Exhibits are attached. X ANALYSIS continued This application is in conformance with seven of the eight conditions necessary for approval. Comments on Conditions 2 and 7 follow: 2. The subject property was rezoned to GC-MD-2 in 2000. The Comprehensive Plan designates this area as a A Regional Center @. As such, a large variety of commercial uses would be permitted. With the widening of Concord Road, this area will become more conducive to commercial uses. The proposed use will not be detrimental to the surrounding area. 7. The applicant is requesting a modification to the 10' landscape strip along the north, east and west sides of his property. The Zoning Ordinance requires an 8' tall wood privacy fence and a 10' wide landscape strip when a commercial property abuts a residential zoning. Mr. Carr states that he does plan to construct an 8' tall wood privacy fence on those three sides. He says that they need the space on the sides and the rear of the lot for parking. By losing 10' of his property for additional street right-of-way would further crimp his space. The properties to the north, east and south are zoned RS.
