Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow the construction of a cellular telephone transmission tower in a GC-MD (General Commercial-Multiple Family Dwelling) District. FILE: 1761-P STAFF REPORT The Planning Manager recommends approval of this request subject to the following conditions: 1. Three trees be planted on each side as well as shrubs. 2. The wood fence be tall enough to conceal the barbed wire along the top of the chainlink fence. Verizon Wireless, the applicant, is requesting a specific use permit to allow the construction of a 180' tall monopole cellular telephone transmission tower on the west side of Mercantile, approximately 190' north of Cardinal Drive. In addition to the tower, the facility will include an 11' 8" x 20' equipment building, all within a 75' x 75' fenced enclosure. Access to the facility will be off of Mercantile Street. The site plan shows that shrubs will be planted along all four sides of the facility. The Planning Manager is recommending that in addition to the shrubs, three trees be planted along each side of the facility. The Planning Manager is also suggesting that the wood screening fence be extended in height to conceal the barbed wire along the top of the chainlink fence. The site of this proposed cellular telephone transmission tower is approximately 310' from the nearest residentially zoned property. Exhibits are attached. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with seven of the eight conditions necessary for approval. Comments on Conditions 1 and 7 follow: 3. The subject property and surrounding properties are zoned GC-MD and are commercial in nature. The cellular telephone transmission tower will not be detrimental to the surrounding properties. The subject property is approximately 310' from the nearest residentially zoned property. 7. The proposed site plan shows that shrubs will be planted on all four sides of the facility.
