Richardson, Planning Manager SUBJECT: Consider a request for a zone change from GC-MD (General Commercial-Multiple Family Dwelling) to RS (Residential Single Family Dwelling) District and a specific use permit to allow a self storage facility in a GC-MD (General Commercial-Multiple Family Dwelling) District. FILE: 1733-Z/P STAFF REPORT The Planning Manager recommends approval of the zone change and of the specific use permit subject to the following conditions: 1. The lot being graded to drain towards the street and not onto adjacent properties. (City Engineer) 2. Some buildings modification may be required to ensure internal traffic circulation. (Traffic Manager) Faust Engineering & Surveying, Inc., the applicant, has made application to rezone 1.97 acres of land fronting on Old Voth Road to RS for single family residential development. In addition, Adams Storage, the property owner, is requesting a specific use permit to expand its existing self storage facility at 8161 Eastex Freeway. The proposal for the RS zoning includes 16 single family residential lots with a typical lot size of 50' x 100'. A separate replat of this property will be considered by the Planning Commission. Concerns over drainage issues will need to be addressed prior to any development of the residential property. The specific use permit would allow the construction of approximately 42,600 sq. ft. of additional warehouse area. Exhibits are attached. PUBLIC NOTIFICATION Notices mailed to property owners 18 . That the specific use will be compatible with and not injurious to the use and enjoyment of other property, nor significantly diminish or impair property values within the immediate vicinity; X 2. That adequate utilities, access roads, drainage and other necessary supporting facilities have been or will be provided; X 4. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan. The Traffic Manager stated that some of the building layouts may need to be modified to allow for adequate internal circulation. 8. The Comprehensive Plan designates Hwy. 69 as an Activity Corridor. An Activity Corridor may include highway commercial and open display retailing, wholesale distributing and warehousing operations.
