SUBJECT: Consider a request for a zone change from GC-MD (General
Commercial-Multiple Family Dwelling) District to LI (Light
Industrial) District and a specific use permit to allow a machine
shop in an LI (Light Industrial) District.

STAFF REPORT
The Planning Manager recommends approval of this request subject to
providing one disabled parking stall (with sign) and with a
modification to the landscaping requirements for the parking lot.
Mike Pollock, the applicant, is requesting this zone change and specific
use permit for the property located at 3140 Blanchette. On the
property are three single story buildings enclosing 7,660 square feet.
Mr. Pollock would like to open a machine shop. The primary function
of the shop will be to repair hydraulic motors, cylinders and pumps.
A-1 Machine also rough machines forgings for local forge shops serving
the oil industry. All forgings are kept indoors until machined and
then returned to the customer. Steel shavings are kept in a covered
container that is picked up by a steel recycler on a regular schedule.
The shop operates from 7 a.m. to 3:30 p.m. Monday through Friday.
Occasional overtime is worked after 3:30 p.m. and on Saturdays.

This application is in conformance with seven of the eight conditions
necessary for approval. Comments on Conditions 1, 4 and 7 follow:
1. The facility is existing. The purpose of the zone change
and specific use permit is to allow the machine shop.
The character of the subject property will not change.
Immediately across the street is an auto frame and body
shop. To the north and adjacent to the subject property
is LI zoning.
4. The Traffic Manager states that one disabled parking stall
and sign will be required.
7. The applicant is requesting a modification to the
landscaping requirements for the parking area. The
property is already developed with a paved surface up to
the property line. The property is surrounded by a chain
link fence.
