SUBJECT: Request for a zone change from RS (Residential Single Family
Dwelling) District to RM-H (Residential Multiple Family-Highest
Density) District.

STAFF REPORT
The Planning Manager recommends approval of this request.
Statewide Consolidated Community Development Corporation, Inc. is
requesting this zone change in order to build a 14 unit housing
complex for persons with disabilities. The property is located at
1005 E. Lucas. The north 170' of the subject property is zoned
RM-H. The south 236' is zoned RS.
Statewide will serve as sponsor and property manager of this housing
complex under the Section 811 Supportive Housing for Persons with
Disabilities Program. In addition to the 14 residential units, there will
be one unit for a resident manager . The specific purpose for these
units is to give the disabled a nice, clean, safe living environment.
The proposed use is permitted by-right in the RM-H District, thus the
need for the zone change for the rear of the property.
