Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a vocational training center for persons with disabilities in an RM-H (Residential Multiple Family Dwelling-Highest Density) District. FILE: 1804-P STAFF REPORT The Planning Manager recommends approval of this request. St. Giles Living Centers, Inc. is requesting a specific use permit to allow a vocational training center for persons with mental disabilities in an existing building at 7650 Park North. The property is the former location of Park North Baptist Church. St. Giles is under contract to purchase the subject property. The proposed facility will house a vocational assistance and training program. Each morning, direct support personnel or family members will drop off individuals in need of vocational training services. These persons will receive instruction on various components of how to secure and retain employment and related job coaching and job training matters. This can be done with classroom instruction or with specific jobs such as simple assembly task or off site jobs or job training. Support and management employees of St. Giles who work with the individuals in need of services will be located on the premises. Exhibits are attached. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan.
