Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a grocery store in a GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District. FILE: 1798-P STAFF REPORT The Planning Manager recommends approval of this specific use permit. Robert Adams, PE, is representing HEB Grocery Company in this application for a specific use permit to allow a grocery store in a GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District. The property is located at the northwest corner of Dowlen and Delaware Extension. The subject property consists of 1.327 acres in which approximately 10,500 sq. ft. of the grocery store sits. The rest of the 124,000 sq. ft. store and another 20,400 sq. ft. of retail space is in GC-MD zoning. The subject property will be screened from properties to the west with an 8' tall wood screening fence and a 10' wide landscape strip. The nearest trash compactor will be 133' from the nearest property line and will not be visible to any residential properties. All delivery truck traffic will enter and exit off Delaware. Trucks will do all on-site maneuvering within the A horseshoe @ created by the grocery store and the retail strip. The driveway behind the store is a fire lane. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan. The proposed development will complement the other commercial development that is occurring at the intersection of Dowlen and Delaware. The grocery store will be a major draw for customers. 6.
