SUBJECT: Consider a request for a specific use permit to allow a residential
care facility in an RM-H (Residential Multiple Family
Dwelling-Highest Density) District.

STAFF REPORT
The Planning Manager recommends approval of this request.
Delisa Williams with New Beginning Adult Care, the applicant, is
requesting a specific use permit to allow a residential care facility at
2390 Cartwright. The subject property is the former site of the old
Sprott Hospital.
Ms. Williams states that the facility will provide 24 hour day care for
the elderly and disabled. The facility will accommodate up to ten
individuals. In addition, the facility will provide an activities program
for clients.

ANALYSIS continued
This application is in conformance with seven of the eight conditions
necessary for approval. Comments on Conditions 1 and 7 follow:
1. The subject property was used as a hospital until
the late 1950's. At the time that the property received
a City of Beaumont historic designation in 1999, the
property was still being used as a doctor=s office and
neighborhood clinic. The proposed use will not be
detrimental to the surrounding residential uses.
7. An 8' tall wood screening fence and a 10' wide
landscape strip will be installed along the north and east
sides of the property. In addition, the applicant will
provide a 6' wide landscape strip along the west side of
the parking lot.
