SUBJECT: Consider a request for a specific use permit to allow a church in
an RCR (Residential Conservation and Revitalization) District

STAFF REPORT
The Planning Manager recommends approval of this request subject to
the following conditions:
Provide the required landscaping along the west side of the
parking lot.
Provide an 8' tall wood screening fence along the north and
south property lines.
Modification to the landscaping requirement along the north and
south property lines so that landscaping is not required.
Provide a 25' rear yard building setback or receive a variance
from the Board of Adjustment.
Provide an additional two parking spaces.
Followers of Christ Deliverance Ministry is requesting a specific use
permit to allow a church at 1717 Pennsylvania. Phase One will
include a 1680 sq. ft. sanctuary and related parking. Phase Two
includes a 900 sq. ft. addition. The church will have a maximum
seating for 30 persons.
Reverend Margie Stelly, the pastor, states that activities at the church
will include regularly scheduled Sunday and weekday services, church
affiliated organizational meetings and gatherings and choir practices.
The site plan shows a 10' rear yard building setback. A 25' rear
building setback is required. The Planning Manager is recommending
that the specific use permit be conditioned upon providing the 25'
rear building setback or getting a variance from the Board of
Adjustment.

ANALYSIS continued
This application is in conformance with six of the eight conditions
necessary for approval. Comments on Conditions 1, 4 and 7
follow:
6. The proposed church will not negatively impact surrounding
properties. Another church is north of the subject
property.
4. The church will accommodate 30 seats. An additional two
parking spaces will be required.
7. The church is requesting a modification to the
landscaping/screening requirements along the west edge
of the parking lot and along the north and south property
lines. Currently, there is no fence along the south
property line and there are chain link fences along parts
of the north and east property lines. The Planning Manager
is recommending that a 6' wide landscape strip be provided
along the west edge of the parking lot. He is also
recommending the construction of an 8' tall wood screening
fence along the north and south property lines and a
modification to the landscaping requirement along the
north and south property lines.
