Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow the operation of a cellular telephone transmission tower in an LI (Light Industrial) District. FILE: 1768-P STAFF REPORT The Planning Manager recommends approval of this request subject to the following conditions:  Plant shrubs along each side of the subject property in addition to the trees.  The wood screening fence shall be tall enough to conceal the barbed wire along the top of the chainlink fence. Cingular Wireless, the applicant, is requesting a specific use permit to allow the construction of a 180' tall self support cellular telephone transmission tower at 4940 Fannett Road. In addition to the tower, the facility will include an 11' 5" x 20' equipment building, all within a 75' x 75' fenced enclosure. Access to the facility will be off of Fannett Road. The site plan shows that 12 trees will be planted along all four sides of the facility. The Planning Manager is recommending that in addition to the trees, shrubs be planted along each side of the facility. The Planning Manager is also recommending that the wood screening fence be extended in height to conceal the barbed wire along the top of the chainlink fence. The site of this proposed cellular telephone transmission tower is approximately 600' from the nearest residentially zoned property. Exhibits are attached. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with seven of the eight conditions necessary for approval. Comments on Condition 7 follow: 7. The proposed site plan shows that twelve trees will be planted around the perimeter of the subject property. In addition, an 8' tall wood screening fence will surround the facility. The Planning Manager is recommending that shrubs be planted in addition to planting of the trees and that the wood screening fence be of such a height to screen the barbed wire along the top of the chain link fence.
