SUBJECT: Consider a request for a specific use permit to allow a church in
an RS (Residential Single Family Dwelling) District and an RM-H
(Residential Multiple Dwelling-Highest Density) District.

STAFF REPORT
The Planning Manager recommends approval of this request subject to:
Installing an 8' tall wood screening fence along the north and
east property lines
and with a modification to the landscape strip (0' to 10') along the
north and east property lines.
Fittz & Shipman, Inc. is requesting a specific use permit to allow a
church in an RS (Residential Single Family Dwelling) District and
RM-H (Residential Multiple Family Dwelling-Highest Density) District
at the northeast corner of Folsom and Crow. The property is
currently occupied by a single family residence. The property
comprises 7.338 acres of land.
The proposed church facility will include a 1,000 seat, 20,000 sq. ft.
sanctuary and a future 17,000 sq. ft. family life center. Access to
the property will be off of both Folsom and Crow.
The applicant states that the buildings will be a high quality
pre-engineered building which will be compatible with other
developments along Crow Road, north of the facility. Signage for the
church will be 48 sq. ft. in area and pole mounted 12' high.
Directional lighting will be installed so as not to disturb or adversely
affect neighboring properties.
The applicant states that landscaping and screening will be provided in
accordance with City of Beaumont ordinances. However, the site
plan does not provide the required 8' opaque screening fence or the
10' landscape strip along the north and east sides of the property.
The applicant is requesting a modification to the landscaping
requirement along a portion of the north and east property lines
where the required landscape narrows to as low as zero feet.
In 1995, the property to the north was granted a specific use permit
to
allow

This application is in conformance with seven of the eight conditions
necessary for approval. Comments on Conditions 1 and 7 follow:
2. The proposed church will compliment and not be detrimental
to the surrounding neighborhood. To the north of the
subject property, along Crow Road, there are several
churches.
7. The site plan, as submitted, does not include the necessary
fencing and landscaping. The applicant is asking for a
modification to the landscaping requirement in some
locations along the north and east property line.
