Richardson, Planning Manager SUBJECT: Consider a request for zone change from RM-H (Residential Multiple Family Dwelling -Highest Density) District to GC-MD (General Commercial-Multiple Family Dwelling) District or a more restrictive district. FILE: 1845-Z STAFF REPORT The Planning Manager recommends denial of this request. Kathleen Clinkscales is requesting a zone change from RM-H (Residential Multiple Family Dwelling- Highest Density) District to GC-MD (General Commercial-Multiple Family Dwelling) District. The property is located at 3404 W. Euclid. Ms. Clinkscales states that she owns the adjacent lot north of the subject property. That property is zoned GC-MD. She would like to rezone the subject property so that she can build and operate a membership organization on both properties. The business would be a reception hall for events. She states that alcoholic beverages will not be sold. This zone change would allow commercial encroachment into a residential neighborhood. In 2003, City Council approved a specific use permit allowing a beauty/barber shop at 3440 W. Euclid (Lot 21, Block 2). Except for this beauty/barber shop, the areas to the east, west and south of the subject property are residential in nature. The Comprehensive Plan designates this area as a A Stable Area @. As such, the area should be free of blighting influences such as incompatible land uses. The zone change would allow for incompatible land uses that would negatively impact the neighborhood.
