The Planning Manager recommends approval of this request.
Terry Richard III is requesting a zone change from RS (Residential
Single Family Dwelling) District to NC (Neighborhood Commercial)
District to allow him to operate a clothing store, photocopy shop and
tax return and financial services business. The property is located at
4205 Highland.
Along Highland, there is a mix of zoning districts. In addition to
residential zoning, NC zoning exists along the west side of Highland,
from just north of Irby to Palm. One lot on the east side of
Highland, at Caston, is also zoned NC. South of Palm, there is RCR
(Residential Conservation and Revitalization), GC-MD (General
Commercial-Multiple Family Dwelling) and GC-MD-2 (General
Commercial-Multiple Family Dwelling-2) zoning.
The South Park Neighborhood Plan designates the subject property for
commercial uses. This proposed rezoning is in conformance with the
Neighborhood Plan.
