Richardson, Planning Manager SUBJECT: Consider a request for a zone change from RS (Residential Single Family Dwelling) District to GC-MD (General Commercial-Multiple Family Dwelling) District or more restrictive district. FILE: 1829-Z STAFF REPORT The Planning Manager recommends approval of this request. Brammer Construction, Inc. has applied for a zone change from RS (Residential Single Family Dwelling) District to GC-MD (General Commercial-Multiple Family Dwelling) District for 0.90 acres of land at 2916 E. Lucas. The purpose of the zone change is to allow the construction of a commercial shopping center. Proposed businesses include a washateria, nail shop, beauty shop and barber shop. The owner of the property is Duong & Le, Inc. The south 150' of Duong & Le=s property is zoned GC-MD. The rest of the subject property is zoned RS. Across Idylwood is an existing convenience store. Proposed plans call for a strip shopping center facing E. Lucas with access to both E. Lucas and Idylwood. To develop the property, as proposed, will require that the remainder be rezoned.
