SUBJECT: Consider a request for a zone change from RM-H (Residential
Multiple Family Dwelling-Highest Density) District to PD (Port
Development) District or more restrictive district.

STAFF REPORT
The Planning Manager recommends approval of this request.
The Port of Beaumont is requesting a zone change from RM-H
(Residential Multiple Family Dwelling-Highest Density) District to PD
(Port Development) District for three blocks bordered by Buford to the
north, Carroll to the east, Stewart to the south and Leiper to the
west.
The Port states that it plans to use the property for the parking of
vehicles and/or staging of equipment and such activities that are
comparable to light industrial activities.
The Charlton-Pollard Neighborhood Plan designates this area as a
A Transitional Area @. A Transitional Area is defined in the plan as one
that allows mixed uses, including residential, commercial, warehousing
and possibly some light industrial uses that would be allowed only with
special permission from City Council.
In 1999, the City Council approved a specific use permit for a
port-related office building at the southeast corner of Buford and
Carroll. That specific use permit has since expired. In 2003, the
City Council approved rezonings of the old Charlton Pollard High
School site and the southeast corner of Lincoln and Hemlock to LI
(Light Industrial). These properties are also located in the designated
Transitional Area.
The subject property is surrounded by vacant properties and is located
in an area that is not conducive to residential uses. To the north and
east are Port of Beaumont facilities.
