Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow an assisted living facility in a GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District FILE: 1919-P STAFF REPORT The Planning Manager recommends approval subject to the following condition: 1. A sidewalk will be required along S. Major Drive Centex Management Company is requesting a specific use permit to allow an assisted living facility in a GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District. The property is located on the east side of S. Major, south of Pevito. James W. Moore Sr. states that the 42,500 sq. ft. assisted living complex will include 54 units with related parking. The subject property will be accessed from a new road off of S. Major Drive. The building will be one story and will be of brick construction. The building will be extensively sprinkled for fires with a fire sprinkler system in both the attic and living areas. Mr. Moore also states that the property will be extensively landscaped. LEGAL DESCRIPTION FOR ORDINANCE PURPOSES Being Tract II, out of and part of called 41.031 acre George A. and James C. Dishman tract as filed in the Jefferson County Deed Records, Vol. 2330, Page 425, City of Beaumont, Jefferson County, Texas, containing 3.44 acres, more or less. That adequate utilities, access roads, drainage and other necessary supporting facilities have been or will be provided; X 4. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan. Centex Management Company is developing an elderly housing community on the approximately 20 acres that it owns on S. Major Drive. In addition to the assisted living facility, a nursing home, Alzheimer assisted living facility and independent living facility are being built.
