SUBJECT: Consider a request for a specific use permit to allow a
mini-warehouse self-storage facility in a GC-MD (General
Commercial-Multiple Family Dwelling) District

STAFF REPORT
The Planning Manager recommends approval of this request subject to
the following conditions:
1. Aisle width must meet city requirements.

2. A 6' wide landscape strip along the parking lot frontage
must be installed. (Planning)
John Holm, representing Fittz & Shipman, Inc., has requested
a specific use permit to allow a mini-warehouse self-storage
facility in a GC-MD (General Commercial-Multiple Family
Dwelling) District. The property is located approximately 425'
rd
west of the northwest corner of College and 23 Street.
The mini-warehouse facility will consist of a 60,000 sq. ft.
building and related parking. The proposed use is similar to
other uses in the area. Surrounding properties are all
commercial and/or industrial.

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
That certain 2.626 acre tract out of the David Brown Survey,
Abstract 5, Jefferson County, Texas, and begin out of that called
19.28 acre tract conveyed to Toccoa, Ltd. as recorded in Clerks
File No. 2004043569 of the Official Public Records of Jefferson
County, Texas, said 2.626 acres being more particularly
described by metes and bounds as follows:

Basis of Bearings is the west line of the said 19.28 acre tract
having been called North 00 04' 00"East.
BEGINNING at a 1/2" capped iron rod found in the north
right-of-way line of College Street for the southeast corner
of a tract conveyed to Murphy 1992 Trust as recorded in Clerks
File No. 9817429 of the Official Public Records of Real Property
of Jefferson County, Texas and the southwest corner of the said
19.28 and 2.626 acre tracts;
THENCE North 00 04' 00" East along the east line of the said
Murphy 1992 Trust tract and the west line of the said 19.28
and 2.626 acre tracts a distance of 404.64 feet (called North
00' 00"East) to a point for the northwest corner of the said
2.626 acre tract from which 1/2" capped iron rod set in the
south line of the Fannin Street Ditch for the northwest corner
of the said 19.28 acre tract bears North 00 04' 00" 847.46
feet (called North 00 04' 00"East);
THENCE South 89 40' 10" East along the north line of the said
2.626 acre tract a distance of 479.99 feet to a point for the
northeast corner of the said 2.626 acre tract;
THENCE South 0019'50" West along the east line of the said
2.626 acre tract a distance of 67.02 feet to a 1/2" capped iron
rod set in the north line of a called 3.27 acre tract (the Penske
Tract), a plat recorded in the File #2005008064 of the Official
Public Records of Jefferson County, Texas for an exterior corner
of the said 2.626 acre tract from which a 1/2" capped iron rod
set for the northeast corner of the said 3.27 acre tract bears

THENCE North 89 58' 00"West along the said north line of the
3.27 acre tract and an interior line of the said 2.626 acre

ANALYSIS continued
This application is in conformance with six of the eight conditions
necessary for approval. Comments on Conditions 1, 4 and 7
follow:
1. The proposed use will not detract from surrounding
properties. Other properties in the area are occupied
by commercial and/or industrial uses.
4. The Transportation Manager approved the specific use
permit subject to the aisle width meeting city
requirements. The aisle width, as proposed is
approximately 15'. 24' is required. The curb cut will
require TxDOT approval as well.
7. The Planning Manager approved the specific use permit
subject to installing a 6' wide landscape strip along the
parking lot frontage on College. If approved by TxDOT,
3' of that landscape strip can be placed on the
right-of-way.
