Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a mini-warehouse self-storage facility in a GC-MD (General Commercial-Multiple Family Dwelling) District FILE: 1907-P STAFF REPORT The Planning Manager recommends approval of this request subject to the following conditions: 1. Aisle width must meet city requirements. (Transportation) 2. A 6' wide landscape strip along the parking lot frontage must be installed. (Planning) John Holm, representing Fittz & Shipman, Inc., has requested a specific use permit to allow a mini-warehouse self-storage facility in a GC-MD (General Commercial-Multiple Family Dwelling) District. The property is located approximately 425' rd west of the northwest corner of College and 23 Street. The mini-warehouse facility will consist of a 60,000 sq. ft. building and related parking. The proposed use is similar to other uses in the area. Surrounding properties are all commercial and/or industrial. Exhibits are attached. PUBLIC NOTIFICATION Notices mailed to property owners 13 . LEGAL DESCRIPTION FOR ORDINANCE PURPOSES That certain 2.626 acre tract out of the David Brown Survey, Abstract 5, Jefferson County, Texas, and begin out of that called 19.28 acre tract conveyed to Toccoa, Ltd. as recorded in Clerks File No. 2004043569 of the Official Public Records of Jefferson County, Texas, said 2.626 acres being more particularly described by metes and bounds as follows: LEGAL DESCRIPTION continued Basis of Bearings is the west line of the said 19.28 acre tract having been called North 00 04' 00"East. That the specific use will be compatible with and not injurious to the use and enjoyment of other property, nor significantly diminish or impair property values within the immediate vicinity; X X 2. That the establishment of the specific use will not impede the normal and orderly development and improvement of surrounding vacant property; X X 3. That adequate utilities, access roads, drainage and other necessary supporting facilities have been or will be provided; X 4. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with six of the eight conditions necessary for approval. Comments on Conditions 1, 4 and 7 follow: 1. The proposed use will not detract from surrounding properties. Other properties in the area are occupied by commercial and/or industrial uses. 4. The Transportation Manager approved the specific use permit subject to the aisle width meeting city requirements. The aisle width, as proposed is approximately 15'. 24' is required. The curb cut will require TxDOT approval as well. 7. The Planning Manager approved the specific use permit subject to installing a 6' wide landscape strip along the parking lot frontage on College.
