Richardson, Planning Manager SUBJECT: Consider a request for specific use permit to allow a recreational vehicle park in an RM-H (Residential Multiple Family Dwelling-Highest Density) District. FILE: 1897-P STAFF REPORT The Planning Manager recommends approval of this request subject to the following condition: 1. Modify the site plan to reflect that the pad sites are located a minimum of 3' from the recreational vehicle lot side lot line, a minimum of 5' from the recreational vehicle lot rear lot line and a minimum of 10' from any recreational vehicle park property line or be granted variances to these setback requirements by the Zoning Board of Adjustment. Charles and Beth Boren have applied for a specific use permit to allow a recreational vehicle park in an RM-H (Residential Multiple Family Dwelling-Highest Density) District. The property is located at 5775 Erie Street. The Borens have the subject property under contract to purchase. Their plans are to build a 73 space recreational vehicle park on 3.49 acres. In addition to the pad sites, there will be a 1,600 sq. ft. structure that will contain the main office, a storage room, a storage garage, laundry room and four shower rooms. The Borens state that noise will be controlled through a strictly enforced 10 p.m. to 6 a.m. curfew by the on-site manager. The property will be surrounded by an 8' tall wood screening fence. The pad sites will be accessed by a one way street and one access/egress point onto Erie St. This access/egress point will be gated. Exhibits are attached. That adequate utilities, access roads, drainage and other necessary supporting facilities have been or will be provided; X 4. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with all eight conditions necessary for approval. Comments on Condition 1 follows: 1. The property to the east and west are zoned LI (Light Industrial) District. This property and Lot 3, immediately to the north, were rezoned from LI to RM-H (Residential Multiple Family Dwelling-Highest Density) District in 1997. The purpose of this rezoning was to sell the property as residential. Lot 3 was developed with a single family house. Over the years, little development has occurred along Erie Street. With the coming of the industrial expansions, there will be a need for recreational vehicle parks. The subject property will be a good location for such a use due to its proximity to the refineries.
