Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a cellular telephone transmission tower in a GC-MD (General Commercial-Multiple Family Dwelling) District. FILE: 1896-P STAFF REPORT The Planning Manager recommends approval subject to the following condition: 1. Plant shrubs along the east side of the facility. Dave Petrakovitz, representing T-Mobile West Corporation, has applied for a specific use permit to allow the construction of a 100' tall cellular telephone transmission tower in a GC-MD (General Commercial-Multiple Family Dwelling) District. The property is located at Beaumont Community Players new theater at 4155 Laurel. Mr. Petrakovitz states that due to a large increase in cell phone traffic in the vicinity of the proposed site, T-Mobile has identified a need for enhanced coverage in this part of Beaumont. After considering several alternative sites in the vicinity, the proposed location was chosen by T-Mobile=s design team as one which most closely met the regulations while still providing a close enough proximity to the desired radio signal coverage area so as to be able to provide the required service. T-Mobile proposes erecting what is referred to in the cellular industry vernacular as a A unipole @. With this type of pole, there are no visible external antennas. It is a modified flagpole design which utilizes fiberglass shrouds or housings on the top of the tower painted to match the tower itself. Behind these shrouds are mounted the necessary broadcast and reception antennas. Mr. Petrakovitz states that while this design is a technological compromise from a broadcast and signal coverage perspective, T-Mobile feels it is a better design fit for the neighborhood. Williams Survey, Abstract 56, City of Beaumont, Jefferson County, Texas, containing 0.032 acres, more or less. That adequate utilities, access roads, drainage and other necessary supporting facilities have been or will be provided; X 4. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with six of the eight conditions necessary for approval. Comments on Conditions 1 and 7 follow: 2. The Zoning Ordinance requires that cellular phone towers be located at least 200 feet from any residentially zoned property. The proposed tower is located approximately 260' from the nearest residential zoning. 7. The 35' x 40' lease space will be surrounded by a wood screening fence. The Planning Manager recommends that the east side of the facility be planted with shrubs.
