SUBJECT: Consider a request for a zone change from RM-H (Residential Multiple
Family Dwelling-Highest Density) District to GC-MD (General
Commercial - Multiple Family Dwelling) District and a specific use
permit to allow the expansion of a building contractor business in
a GC-MD (General Commercial - Multiple Family Dwelling) District.

STAFF REPORT
The Planning Manager recommends approval of the zone change and the specific
use permit.
Kevin Peyton, the applicant, is requesting a zone change from RM-H
(Residential Multiple Family Dwelling-Highest Density) District to GC-MD
(General Commercial-Multiple Family Dwelling) District and a specific use
permit to allow the expansion of a building contractor business at 3475
th
S. 11 Street.
Mr. Peyton states that the subject property has been continually used for
construction related businesses for over 25 years. Williams Insulation
Co. has been doing business at this location for over 10 years. Williams
Insulation is in the business of installing residential fireplaces, aluminum
guttering, overhead doors, cabinets and insulation. The firm=s hours of
operation are from 7:00 a.m. to 5:00 p.m., Monday through Friday. Mr. Peyton
states that there is no fabrication or manufacturing at the site. Williams
Insulation Co. currently employs 5 persons on site as well as numerous
field personnel.
Existing improvements consist of an 8,322 sq. ft. metal office/warehouse
building and storage yard. The proposed warehouse will be a 4,000 sq. ft.
metal clad structure on a concrete slab foundation with an overall height
of 18 feet. The proposed warehouse will be used to store cabinets and other
materials prior to off-site installation.

This application is in conformance with all eight conditions necessary for
approval. Comments on Conditions 1 and 7 follow:
1. The proposed expansion will not adversely affect
surrounding properties. Within the immediate vicinity
of the subject property, commercial uses now abut
residential structures. The proposed expansion will
enable an existing business to grow at its current location
and provide employment opportunities for individuals
within the neighborhood.
2. Williams Insulation Co. will provide the appropriate
landscaping and an 8' tall wood screening fence along the
north and east sides of the proposed expansion.
