SUBJECT: Consider a request for a specific use permit to allow a food
manufacturing processing/warehouse facility in a CBD (Central
Business District).

STAFF REPORT
The Planning Manager recommends approval of this request subject to
the following condition:
1. The garbage and recycling bins will be completely screened
from view from any street via landscaping and solid, opaque
fencing on a minimum of three sides. (Planning)
Salad Soulmates, Inc. has requested a specific use permit to
allow the expansion of a food manufacturing
processing/warehouse facility in the Central Business District.
The property is located at 730 Liberty.
Salad Soulmates, Inc. currently operates a salad dressing
manufacturing facility at what was formerly the Quality Café.
Along with renovating the current building, the company would
like to expand its food manufacturing operation to the area
behind the existing building. The new building will be a
processing/warehouse facility and will encompass approximately
2,500-3,000 sq. ft. The loading area will face Orleans Street.
In September, 2006, the City Council approved an ordinance that
temporarily requires a specific use permit for all uses in the
Central Business District.

This application is in conformance with seven of the eight conditions
necessary for approval. Comments on Conditions 1, 4 and 7 follow:
2. Salad Soulmates, Inc. has been operating a salad dressing
manufacturing facility at this location for a number of
years without negatively impacting any surrounding
property.
4. When properties are developed in the Central Business
District, the Zoning Ordinance does not require off-street
parking or loading facilities.
7. The trash and recycling bins must be completely screened
from view on a minimum of three sides.
