The Planning Manager recommends approval of this request.
The Cosmos Foundation Inc., dba Harmony Science Academy, has
applied for a specific use permit to allow a charter school in a GC-MD
(General Commercial-Multiple Family Dwelling) District. The
property is located in a former Market Basket store at 4055 Calder.
Cosmos Foundation Inc. currently operates nine charter schools in a
number of Texas cities. These schools serve approximately 3,400
students with more than 300 staff members. Recently, the State
Board of Education granted a Harmony a new charter in Beaumont.
Harmony will offer a comprehensive college preparatory program
emphasizing science and technology education. The school will offer
programs to develop skills and education for its students needed to
enroll in science and engineering departments in college.
Harmony=s Beaumont campus will serve pre-Kindergarten through
grade 12 when it is fully developed. In the first year, grades K-8
will be served with 350 students. The classes will start at 8 a.m. and
end at 4 p.m. After school activities, such as tutorials, will last until
5 p.m.

This application is in conformance with all eight conditions necessary
for approval. Comments on Condition 1 follow:
1. The proposed school will be occupying a former Market
Basket store location. The subject property is surrounded
by commercial uses on three sides. The school will have
less of an impact on the residential to the north than
the previous commercial use did.
