SUBJECT: Consider a request for a specific use permit to allow a church
parking lot in an RS (Residential Single Family Dwelling) District

STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. The parking lot must be in compliance with the City=s
drainage requirements. (Engineering)
2. The driveway and parking lot must be in compliance with
the City=s parking lot and driveway standards. In
particular, the new driveway must be located a minimum
of 10' from the north property line. (Traffic
Engineering)
3. A six foot wide landscape strip must be installed along
the street frontage of the new parking lot. (Planning)
Pastor Carl Vickery, representing Calvary Tabernacle, has
requested a specific use permit to allow a church parking lot
in an RS (Residential Single Family Dwelling) District. The
property is located adjacent to the existing church at 1135
Chamberlin.
Pastor Vickery states that the church has been at this location
for more than twenty years. Because of recent growth, the
church is in dire need of additional parking. In May, 2008,
the church bought the subject property so that it could add
more parking spaces. The proposed 47' x 95' 4" parking lot
will accommodate an additional seven parking spaces.

This application is in conformance with six of the eight conditions
necessary for approval. Comments on Conditions 3, 4 and 7 follow:
3. Drainage of the new parking lot must meet the City=s
drainage requirements.
4. The proposed parking lot must be in compliance with the
City=s driveway and parking lot standards. The new
driveway, as shown, is adjacent to the north property line.
It must be a minimum of 10' from that property line.
7. The street frontage of the new parking lot must be
landscaped with a six foot wide landscape strip.
