STAFF REPORT
The Planning Manager recommends approval.
Tony and Dana Archibald have made a request for a specific use
permit to allow pre-owned auto sales in a NSC (Neighborhood
Shopping Center) District and GC-MD-2 (General
Commercial-Multiple Family Dwelling-2) District. The property is
located on the east side of W. Lucas, at Arthur.
Mr. and Mrs Archibald state that the majority of the activity will
occur on Lots 9-11 of Block 35. There will be no more than six cars
in inventory at any one time. The office for the pre-owned car sales
will be located in the existing office for the West End Storage facility.
The cars will be placed in the display area during the day. At night,
the cars will be moved behind the fence that surrounds the storage
facility. The display area will be located between the existing car
wash and the storage facility.
In July, 2005, City Council approved a zone change from NSC to
GC-MD-2 for the property where the storage facility is located.

This application is in conformance with all eight conditions necessary
for approval. Comments on Condition 1 follow:
1. The proposed car sales will be located between an existing
car wash and self storage facility. To the north is a
lube shop and convenience store. Due to the existing land
uses adjacent to the subject property, the proposed use
will not be detrimental to the adjacent uses.
