SUBJECT: Consider a request for a specific use permit to allow a church
and community outreach center in an RS (Residential Single
Family Dwelling) District

STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. The site plan must comply with City drainage requirements.
(Engineering)
2. Off-street parking lot and driveway dimensions and number
of off-street parking spaces must comply with City
standards. (Traffic Engineering)
3. The parking lot must meet the City landscaping requirements
both within the interior of the parking lot and along all
street frontages. (Planning)
Pastors Henry and Tquita Brown, representing Colossians
Christian Center Church, have applied for a specific use permit
for a church and community outreach center in an RS (Residential
Single Family Dwelling) District. The property is located at
the northwest corner of Broussard Road and Best Drive.
Pastors Brown state that the church will serve the community
through a variety of ministries. In addition to two Sunday
services, the church will provide a variety of activities
throughout the week.
The initial phase of construction will consist of a 9,500 sq.
ft. sanctuary and the necessary parking. A future phase will
consist of a 6,719 sq. ft. community fitness and outreach center
and related parking. The church will accommodate a maximum
attendance of 500.
The City=s Engineering, Traffic, Planning Divisions have
reviewed the request. All three divisions have approved
subject to City=s drainage, parking lot, driveway and
landscaping standards.

ANALYSIS continued
This application is in conformance with six of the eight conditions
necessary for approval. Comments on Conditions 1, 3, 4 and 7
follow:
4. The proposed church will not be a detriment to neighboring
parcels nor will it likely depress surrounding property
values.
3. The City Engineer requires that the City=s drainage
requirements be met when the property is developed.
4. The number of parking spaces must reflect the proposed
number of seats as well as parking lot and driveway
dimensions. Pastor Brown states that the church will seat
up to 500 persons. Based upon that figure, 125 parking
spaces would be required. The site plan shows 41 parking
spaces in Phase I. Thirty-seven are shown in Phase II.
7. The perimeter and the interior of the proposed parking
lot must be landscaped to meet City landscaping
requirements. The perimeter of the parking lot must have
a six foot wide landscape strip along all street frontages.
The interior of the parking lot must have a landscape
island, peninsula or median for every ten parking spaces.
The parking lot must have an automatic irrigation system.
