STAFF REPORT
The Planning Manager recommends approval.
Renee Hubbell and Missy Phythian, the owners of Petals Florist, have
applied for a specific use permit to allow a floral shop and a gift
boutique in the CBD (Central Business District). The property is
located at 770 Neches.
Msses. Hubbell and Phythian intend to provide fresh flowers and
decorations for weddings and special events, arrangements and plants
for funerals, fresh flower arrangements for all occasions, silk
arrangements and home decorations, as well as unique gift items.
The floral shop will occupy one of the rental spaces in a commercial
building that was constructed as part of the Cathedral Square
development. One of the commercial spaces is currently occupied by
a pizza and pasta restaurant.

This application is in conformance with all eight conditions necessary
for approval. Comments on Conditions 1 and 4 follow:
1. The floral shop will be compatible with the other land
uses in the downtown area. Retail uses are one of the
key components of the Central Business District=s
revitalization.
2. Since the property is located in the Central Business
District, parking is not required. However, as part of
the Cathedral Square Development, parking is provided at
the rear of the subject property. On street parking is
also available.
