Richardson, Planning Manager SUBJECT: Consider a request for a zone change from RS (Residential Single Family Dwelling) District to RM-H (Residential Multiple Family Dwelling-High Density) District or more restrictive district FILE: 1952-Z STAFF REPORT The Planning Manager recommends approval. Vera Bagneris has applied for a zone change from RS (Residential Single Family Dwelling) District to RM-H (Residential Multiple Family Dwelling-Highest Density) District or more restrictive district. The property is located at 2990 S. Major. Ms. Bagneris states that she is in the process of purchasing this property to allow for a small assisted living facility for the elderly in an existing residential structure. Maximum capacity would be 6 residents. She states that the reason for the zone change to RM-H is to allow for a small sign in front of the property to attract clients. Ms. Bagneris says that the sign will be 6' tall and 32 sq. ft. in area. This type of facility is permitted by right in an RM-H District. The property is presently occupied by a residential structure approximately 3,220 sq. ft. in area, two accessory buildings and a large paved parking area. Upon inspection of the property, it appears that in the past, the rear of the house was used for commercial purposes. The door is labeled A office @ and the side and rear yards are paved. In May, 2006, City Council approved a zone change from RS to RM-H for 8.23 acres approximately 1,000 feet south of the subject property. In June, 2006, City Council approved a specific use permit to allow an insurance agency at 3336 S. Major. Across Major from the subject property is RM-H zoning. Exhibits are attached.
