Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a sleep lab in an RCR (Residential Conservation and Revitalization) District FILE: 1940-P STAFF REPORT The Planning Manager recommends approval. Micah Cooksey, representing Eastex Sleep Solutions, has applied for a specific use permit to allow a sleep lab in an RCR (Residential Conservation and Revitalization) District. The property is located at 2633 North. Mr. Cooksey states that the 1,800 sq. ft. sleep lab will consist of two bedrooms, a reception area, work room, kitchen and a restroom downstairs. The upstairs area will not be utilized. Hours of operation will be 6 p.m. - 6 a.m. Eastex Sleep Solutions is a sleep lab that monitors people while they sleep. Mr. Cooksey states that the company=s procedures are non-invasive. No fluids are drawn. No harmful chemicals are stored on-site. 2633 North will be leased as a second Beaumont location for Eastex Sleep Solutions. In January, 2006, City Council approved a specific use permit to allow an insurance office on the subject property. That insurance office no longer occupies the structure. Exhibits are attached. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with all eight conditions necessary for approval. Comments on Condition 1 follow: 1. The subject property was previously used as an insurance office. The 2600 block of North is a mix of residential and commercial. A commercial use is adjacent to the subject property to the west. The proposed use will be unintrusive and will not be detrimental to surrounding properties.
