STAFF REPORT
The Planning Manager recommends approval.
Kerry Moncla has applied for a zone change from RS (Residential
Single Family Dwelling) District to GC-MD (General
Commercial-Multiple Family Dwelling) District or more restrictive
district for a 9.4 acre tract of land located approximately 400' west
of the northwest corner of Phelan and Major.
Mr. Moncla states that the subject property is more conducive to
commercial uses than residential. The Comprehensive Plan
designates this area as a Neighborhood Growth Unit. As such,
commercial uses should be located near major street intersections.
An 0.8 acre portion of the subject property is currently zoned
GC-MD. The subject property has 660' of frontage on Phelan
Boulevard. Phelan is classified as a major arterial and is currently
being improved to 4 lanes with a left turn lane.
