Richardson, Planning Manager SUBJECT: Consider a request for an amended specific use permit to allow the expansion of an existing church in an RM-H (Residential Multiple Family Dwelling-Highest Density) District FILE: 1936-P STAFF REPORT The Planning Manager recommends approval. Gospel Center Church has applied for an amended specific use permit to allow the expansion of an existing church in an RM-H (Residential Multiple Family Dwelling-Highest Density) District. The property is located at 7595 Highway 105. In June, 2005, City Council approved a specific use permit to allow the church. The church currently occupies two existing buildings on the subject property. The purpose of the amended specific use permit is to allow an additional 8,960 sq. ft. of area to the existing buildings. Reverend Donny Flippo states that the church holds Sunday morning and evening and Wednesday night services. The size of the congregation is approximately 150 person. Exhibits are attached. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan. X X ANALYSIS continued This application is in conformance with all eight conditions necessary for approval. Comments on Conditions 1 and 8 follow: 1. The church expansion will not be detrimental to surrounding properties. Prior to the church, the property was used as a gymnastics studio. Neither use was or has caused any problems. 8. The Comprehensive Plan designates this area as a Neighborhood Growth Unit. As such, churches are accommodated as an element of a viable neighborhood.
