Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a heat treatment facility in an LI (Light Industrial) District and CBD (Central Business District) FILE: 1934-P STAFF REPORT The Planning Manager recommends approval subject to the following condition: 1. Provide a 6' wide landscape strip along the Trinity and Gilbert frontages and the required interior landscape islands within the parking lot at the southeast corner of Trinity and Gilbert. Eastham Forge has applied for a specific use permit to allow a heat treatment facility in an LI (Light Industrial) District. The main facility will be located at the northwest corner of Trinity and Milam. Employee parking will be located at the southeast corner of Trinity and Gilbert. Eastham Forge plans to construct a 42,250 sq. ft. building that would house a heat treatment facility. The building will house three furnaces and three quench tanks. An existing building will be demolished to make way for the new building. Eastham Forge manufactures alloy steel parts for the oil and gas exploration industry. Currently, there is no such heat treatment facility, as proposed, in Southeast Texas. The industry now has to ship parts to Houston for heat treatment. This facility would be the first of its kind in the area. Manufactured parts are placed in one of the furnaces and then to one of the quench tanks to cool to the desired hardness. The process is computer controlled. The furnaces run 10-12 hours at a time. The facility will run 24/7 and will employ four to six employees. Exhibits are attached. That adequate utilities, access roads, drainage and other necessary supporting facilities have been or will be provided; X 4. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with seven of the eight conditions necessary for approval. Comments on Conditions 1 and 7 follow: 2. The area surrounding the subject property is industrial in use. Eastham Forge owns and operates on much of the property adjacent to the subject site. The proposed use will not be detrimental to the surrounding land uses. 3. The employee parking lot is located in CBD zoning. The Zoning Ordinance states that when a parking lot is constructed in the CBD District, it must meet the parking lot construction standards. Therefore, the parking lot would be required to have a 6' wide landscape strip along the Trinity and Gilbert Streets frontages. In addition, interior landscape islands would be required. A new Amtrack station is under consideration on property across the railroad tracks from the proposed parking lot. Therefore, the Planning Manager recommends that the parking lot be landscaped to city standards. GENERAL INFORMATION/PUBLIC UTILITIES APPLICANT: Fittz & Shipman, Inc.
