STAFF REPORT
The Planning Manager recommends approval.
Fittz & Shipman, Inc. has applied for a specific use permit to allow a
metal working facility in a LI (Light Industrial) District. The property
is located at the northwest corner of Franklin and Archie.
Eastham Forge, Inc. plans to construct a new 36,000 sq. ft. building
that would house a heat treatment facility. The building will house
three furnaces and three quench tanks.
Eastham Forge manufactures alloy steel parts for the oil and gas
exploration industry. Currently, there is no such heat treatment
facility as proposed in Southeast Texas. The industry now has to ship
parts to Houston for heat treatment. This facility would be the first
of its kind in the area.
Manufactured parts are placed in one of the furnaces and then to one
of the quench tanks to cool to the desired hardness. The process is
computer controlled. The furnaces run 10-12 hours at a time. The
facility runs 24/7 and will employ four to six employees.

ANALYSIS continued
This application is in conformance with seven of the eight conditions
necessary for approval. Comments on Conditions 1, 4 and 5 follow:
1. The subject property and the general area are zoned LI.
In addition, most of the surrounding property is used
for industrial purposes. The proposed use would not be
detrimental to surrounding properties.
4. The site plan shows six parking spaces. The Zoning
Ordinance requires three spaces for each five employees
on the largest shift or one space per 600 sq. ft. of gross
floor area, whichever is greater. The Planning Manager
recommends approval subject to the 60 spaces being provided
or the applicant receiving a special exception to the
parking requirement from the Board of Adjustment.
5. The subject property will be surrounded by a 12' landscape
buffer. In addition to the landscaping, a ten foot tall
buffer wall is to be constructed along the southwest corner
of the property, adjacent to a single family residence.
