Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow the expansion of a cemetery FILE: 2015-P STAFF REPORT The Planning Manager recommends approval. Community Cemeteries, Inc. has submitted a request for a specific use permit to allow the expansion of cemetery. The property is located at 3965 Scranton. In June, 2001, City Council approved an expansion of Greenlawn Cemetery. That property was located east and west of Scranton and south of Gill. This latest expansion incorporates 0.193 acres immediately south of the previous expansion. No buildings or other structures are proposed for this site. The only improvements will be the private drives, along with the necessary road ditch culverts, to provide direct vehicular access onto the property and the drainage swales adjacent to the private drives to provide drainage. LEGAL DESCRIPTION FOR ORDINANCE PURPOSES Lot 6 and the North 2 of Lot 5, Block D, Magnolia Addition, City of Beaumont, Jefferson County, Texas, containing 0.193 acres, more or less. That adequate utilities, access roads, drainage and other necessary supporting facilities have been or will be provided; X 4. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with all eight conditions necessary for approval. Comments on Condition 1 follow: 1. The proposed expansion is immediately south of a cemetery expansion that was approved by City Council in 2001. This expansion will not impair surrounding property values.
