SUBJECT: Consider a request for a specific use permit to allow a BISD bus
parking and fuel facility in a RS (Residential Single Family
Dwelling) District

STAFF REPORT
The Planning Manager recommends approval subject with a
modification to the landscaping/screening requirements along the
north and east property lines (8' tall vinyl chainlink fence and 7' wide
landscape strip.
Rob Clark, representing BISD, has applied for a specific use permit to
allow a bus parking and fueling facility. The property is located at
1025 Woodrow.
The bus parking and fueling facility will be located behind the school
district=s existing administration annex building on Woodrow. The
proposed facility is a continuation of the district=s goal to provide
satellite bus facilities in order to reduce travel times and provide
emergency centers in scattered neighborhoods
Access to the bus facility will be on Virginia St. with recessed entries
with secured electric operated gates permitting exit from the street to
prevent obstructing standard traffic flow. Diesel underground fueling
tanks will be located in the most central area of the site and a good
distance from boundary lines. All fueling and washing facilities will be
designed to state standards for vapor recovery and wash water
separation. All site lighting will have sharp cut-off angles to prevent
glare to adjacent residences and other uses. Landscape screens will be
installed along the Virginia Street property line and along the eastern
line abutting the Entergy utility easement.

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
THAT certain 7.40 acre tract out of the J. W. Bullock Survey,
Abstract 7, Jefferson County, Texas, being Tract 4 and part of Tract
3 of City Plat B-5, said 7.40 acres being more particularly described
by metes and bounds as follows:
BEGINNING at a 5/8" iron rod found at the intersection of the east
right-of-way line of Park Street and the south right-of-way line of
Woodrow Avenue for the northwest corner of the said 7.40 acre
tract;
THENCE North 8805'58" East along the said south right-of-way line
of Woodrow Avenue and the north line of the said 7.40 acre tract a
distance of 313.00 feet (called 312.86 feet) to a point in the
southwesterly line of a 50' wide Gulf States Utilities Company
right-of-way for the most northerly northeast corner of the said 7.40
acre tract;
THENCE South 5242'34" East along the said southwesterly line of
the 50' wide Gulf States Utilities Company right-of-way and the
northeasterly line of the said 7.40 acre tract a distance of 543.37
feet (called 545.37 feet) to a 2" iron pipe found for the most easterly
northeast corner of the said 7.40 acre tract;
THENCE South 0316'33" East along the east line of the said 7.40
acre tract a distance of 221.39 feet (called 221.55 feet) to a iron
pipe found in the north right-of-way line of Virginia Street for the
southeast corner of the said 7.40 acre tract;
THENCE South 8643'27" West along the said north right-of-way
line of Virginia Street and the south line of the said 7.40 acre tract a
distance of 679.43 feet (called 679.43 feet) to a point for the
southeast corner of Block 1 of the Thomas Alexander Addition and the
southwest corner of the said 7.40 acre tract;
THENCE North 0303'19" West along the east line of said Block 1 of
the Thomas Alexander Addition and an interior line of the said 7.40
acre tract a distance of 484.41 feet (called 484.00 feet) to a 1 2"
iron rod found for the northeast corner of said Block 1 of the Thomas
Alexander Addition and an interior corner of the said 7.40 acre tract;
THENCE South 8654'21" West along the north line of said Block 1
of the Thomas Alexander Addition and an interior line of the said
7.40 acre tract a distance of 49.16 feet (called 49.00 feet) to a 5/8"
iron rod found in the said east right-of-way line of Park Street for an
exterior corner of the said 7.40 acre tract;
THENCE North 0239'58" West along the said east right-of-way line
of Park Street and the west line of the said 7.40 acre tract a distance
of 97.72 feet (called 99.95 feet) to the POINT OF BEGINNING and
containing 7.40 acres of land, more or less.

This application is in conformance with six of the eight conditions
necessary for approval. Comments on Conditions 7 and 8 follow:
7. The applicant is asking for a modification to the
landscaping/screening requirements along the east side
of the subject property. An 8' tall vinyl chain link fence
and a 7' wide landscape strip are to be installed along
that property line. An 8' tall opaque fence (masonry or
wood) and a 10' wide landscape strip are required. The
majority of that property line runs along the west side
of a 60' wide GSU right-of-way. The Planning Manager
recommends approval of the modification to the
landscaping/screening requirements.
8. The South Park Neighborhood Plan designates the subject
property for parks and open space.
