SUBJECT: Consider a request for an amended specific use permit to allow
the expansion of a funeral home in a GC-MD (General
Commercial-Multiple Family Dwelling) District

STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. Drainage plans for the new parking lot must comply with
City specifications.

2. Extend the screening fence along 9 St. to the most
northern end of the parking lot.
3. The construction will be in full compliance with all city
codes and ordinances, including the provision of sidewalks
along Washington.
Reverend Walter J. Proctor, owner of Proctor=s Mortuary, has
applied for an amended specific use permit to allow for the
expansion of the mortuary. The property is located at 3522
Washington.
Reverend Proctor states that since opening in 1999, the need
for more space has grown. The mortuary is a 24-hour operation
with two full time office persons and ten part-time persons
that help with services. Office hours are 9 a.m. to 5 p.m.,
Monday through Friday and Saturday and Sunday by appointment.
The proposed improvements include a 9,375 sq. ft. mortuary,
a 3,875 sq. ft. preparation room and garage and additional
parking.

This application is in conformance with seven of the eight conditions
necessary for approval. Comments on Conditions 1, 3 and 7 follow:
4. The expanded mortuary will complement the other commercial
properties along this part of Washington Boulevard and
will also enhance an area of the City that has seen little
investment over the years.
3. The City Engineer is requiring that the proposed parking
lot comply with City specifications.

7. The 6 foot fence along 9 Street must extend to the north
end of the parking lot.
