Richardson, Planning Manager SUBJECT: Consider a request for an amended specific use permit to allow the expansion of a church in a RS (Residential Single Family Dwelling) District FILE: 2060-P STAFF REPORT The Planning Manager recommends approval with a modification to the landscaping/screening requirements along the west and south property lines and the south 120' of the east property line (5' chainlink fence and existing trees) and the screening requirement along the parking lot frontage on Broussard (no 6' wide landscape strip). Voth Baptist Church has applied for an amended specific use permit to allow the expansion of a church in a RS (Residential Single Family Dwelling) District. The property is located at 8235 Broussard. Voth Baptist Church states that a 2,500 sq. ft. building on the subject property was destroyed by Hurricane Rita. The church would now like to construct a 3,000 sq. ft. building to replace the old one. The new building will contain five Sunday School classrooms. In addition, an existing one story frame residence is used for four more classrooms. The damaged building has been torn down. The church is requesting a modification to the landscaping/screening requirements along the west and south property lines and the south 120' of the east property line as well as along the frontage of the parking lot on Broussard. In 1998, City Council approved a specific use permit to allow the expansion of the church onto the subject property. That approval included a modification to the landscaping/screening requirements by allowing the existing 5' chainlink fence and trees to remain. In addition, the existing paving stretches nearly the entire width of the property frontage on Broussard. To install landscaping would require the removal of pavement. Exhibits are attached. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with seven of the eight conditions necessary for approval. Comments on Condition 7 follow: 7. The Planning Manager is recommending a modification to the landscaping/screening requirements along the west and south property lines and the south 120' of the east property line and along the Broussard Road frontage of the parking lot (5' tall chain link fence and trees and no 6' landscape strip along Broussard).
