SUBJECT: Consider a request for a specific use permit to allow an office for
a social service organization in an RCR (Residential Conservation
and Revitalization) District

STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. An 8' tall wood screening fence must be installed along
the north and west property lines of the lot at 1608 Sabine
Pass
2. A 6' wide landscape strip must be installed along the
parking lot frontage along Sabine Pass
and with a modification to the landscaping requirement along
the north and west property lines of the lot at 1608 Sabine
Pass.
Rosetta Jones, Executive Director of Statewide Consolidated
Community Development Corporation, Inc., has applied for a
specific use permit to allow an office for her organization.
The property is located at 1608 and 1616 Sabine Pass.
Statewide is a non-profit, tax exempt, charitable organization
which helps individuals and families of low to moderate incomes
achieve home ownership and rental housing for Section 8 tenants.
Statewide also provides affordable housing for developmentally
disabled individuals.
The existing office building will be renovated and the grounds
landscaped to beautify the property. The building will used
as the headquarters for Statewide. Two employees will be
located at this address.
In September, 2003, City Council approved a specific use permit
to allow Statewide to operate a transitional housing facility
at 1616 Sabine Pass. That specific use permit has since
expired.

This application is in conformance with seven of the eight conditions
necessary for approval. Comments on Conditions 1 and 7 follow:
3. The proposed office facility will be an asset to the
neighborhood. The building is now vacant and susceptible
to vagrancy.
7. An 8' tall wood screening fence and 10' wide landscape
strip are required along the north and west property lines
of the lot at 1608 Sabine Pass. The Planning Manager
recommends that the 8' talll wood screening fence be
required and the 10' wide landscape strip be waived. The
parking lot frontage must be landscaped with a 6' wide
landscape strip.
