Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a church in an RS (Residential Single Family Dwelling) District FILE: 2037 - P NOTE: This item was tabled at the May 24, 2010 Joint Public Hearing. STAFF REPORT The Planning Manager recommends approval subject to the following conditions: 1. Provide an underground drainage facility 2. Provide an 8' tall wood screening fence and a 15' wide landscape strip along the south and west sides of the property 3. Provide the required landscape islands within the parking lot to meet City Codes 4. Provide a sidewalk along the Washington Blvd. frontage. Calvary Tabernacle has applied for a specific use permit to allow a church in an RS (Residential Single Family Dwelling) District. The property is located on the south side of Washington, approximately 140' east of Blossom Dr. Calvary Tabernacle currently has a church at 1135 Chamberlin. It has been there for more than 30 years. With the selection of a new pastor in 2007, the church has grown to where it now needs to expand its facilities. The Chamberlin location does not allow for the needed expansion. Therefore, the church would like to purchase the subject 4.1 acres on Washington. The proposed facility will include a 17,000 sq. ft. sanctuary and classrooms building, an 8,000 sq. ft. Family Life Center, a 2,600 covered pavilion, a 5,400 sq. ft. play ground area and related parking. After hearing public comments at the hearing, Rev. Vickery sent a letter stating that the church would provide an 8' tall wood screening fence and a 15' wide landscape strip along the south and west sides of the property as well as provide underground drainage, landscape islands in the parking lot and a sidewalk along Washington. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan. The church will be compatible with surrounding land uses. Access to the church will be off of Washington. No church traffic will access the neighboring residential area. 6. The City Engineer is requiring that an underground drainage system be installed to drain the property.
