Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a youth recreation center in the CBD (Central Business District) FILE: 2036-P STAFF REPORT The Planning Manager recommends approval subject to the following conditions: 1. No overnight shelter or public feedings will be allowed 2. Provide a 3' wide landscape strip along the McFaddin Avenue frontage of the parking lot. Interior landscape islands will also be required as per the Zoning Ordinance. Rev. Kennedy Andrews with Harvest for Lost Souls Outreach Church has applied for a specific use permit to allow a youth recreation center in the CBD (Central Business District). The property is located at 934 Calder. In May, 2008, Harvest for Lost Souls Outreach Church was granted a specific use permit to allow a church at 934 Calder. The church was to convert the old YMCA racquetball gym into its sanctuary. Due to extenuating circumstances, the church was never opened at this location. The church would now like to operate a youth recreation center out of the same building. Rev. Andrews states that the purpose of this facility will be to help bring enjoyment, empower and enhance youth by providing a clean, safe and enjoyable recreation center where life principals and values will be taught. The facility will serve children from ages 6 - 17. All children will be required to have signed release forms from a parent or guardian. Hours of operation will be Thursdays and Sundays for three hours each day and periodically on weekends and summer months. All employees will be staff members of Harvest for Lost Souls Outreach Ministry. Exhibits are attached. PUBLIC NOTIFICATION Notices mailed to property owners 23 . Responses in Favor . The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with seven of the eight conditions necessary for approval. Comments on Conditions 1 and 7 follow: 1. The proposed youth recreation center will not be detrimental to other uses in the CBD. The original YMCA provided youth activities when it was operating. The Planning Manager is recommending that the no overnight shelter or public feedings be held at the facility. 7. Along the McFaddin Avenue frontage, there is only 3' of ground between the parking lot and the sidewalk. Interior landscape islands are also recommended.
