SUBJECT: Consider a request for a specific use permit to allow a commercial
building that would house commercial uses that would include, but
not be limited to, clerical, legal and insurances offices, general
merchandise, restaurant and hair and nail salons in an RCR (Residential
Conservation and Revitalization) District

STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. Provide an eight (8) foot tall wood screening fence and
a ten (10) foot wide landscape strip along the east property
line.
2. Provide a six (6) foot wide landscape strip along the
Concord and Renaud frontages of the parking lot.
3. Install sidewalks along Concord and Renaud.
4. Provide a twenty-five (25) foot rear yard building setback
and a fifteen (15) foot exterior side yard building setback
or get a variance to the rear and side yard building
setbacks from the Board of Adjustment.
Arden Diamantes has requested a specific use permit to allow
a 4,260 sq. ft. commercial building that would house commercial
uses that would include, but not be limited, to clerical, legal
and insurance offices, general merchandise, restaurant and hair
and nail salons in an RCR (Residential Conservation and
Revitalization) District. The property is located at 2910-16
Concord.
In November, 2007, Mr. Diamantis received a specific use permit
to allow a restaurant. However, Mr. Diamantes never developed
the property. That specific use permit has since expired.

ANALYSIS continued
This application is in conformance with six of the eight conditions necessary
for approval. Comments on Conditions 1 and 7 follow:
5. The proposed commercial uses will not be detrimental to
surrounding properties. The property to the north, south,
east and west are zoned RCR. A tree service is to the
north of the subject property. The addition of the
proposed businesses along this section of Concord will
bring much needed commercial to a distressed area.
7. The Planning Manager recommends that an eight (8) foot
tall wood screening fence and a ten (10) foot wide landscape
strip be installed along the east property line. A tree
service company is located north of the property so no
landscaping or screening are required. In addition, a
6' wide landscape strip is required along the entire
frontage of the parking lot.
