Richardson, Planning Manager SUBJECT: Consider a request for an amended specific use permit to allow an expansion of church parking in an RM-H (Residential Multiple Dwelling-Highest Density) District FILE: 2110-P STAFF REPORT The Planning Manager recommends approval subject to the following condition: 1. The new parking lot shall meet the interior and perimeter landscaping requirements. Simon Construction has applied for an amended specific use permit to allow an expansion of church parking at the Grace and Truth Gospel Tabernacle. The property is located at 5910 N. Major Dr. In August, 1990, City Council granted Grace and Truth Gospel Tabernacle a specific use permit to allow a church and related parking on the subject property. Due to growth in church membership, additional parking is needed. The church proposes constructing an additional 25 parking spaces. This would give the church a total of 75 spaces. LEGAL DESCRIPTION FOR ORDINANCE PURPOSES Being the West 2 of Block 2, Griffing Villa, Unit 1, City of Beaumont, Jefferson County, Texas, containing 2.374 acres, more or less. That adequate utilities, access roads, drainage and other necessary supporting facilities have been or will be provided; X 4. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X X 8. That the proposed use is in accordance with the Comprehensive Plan. The proposed parking lot shall be required to meet the perimeter and interior landscaping requirements. The existing parking lot already adequately landscaped.
