Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow for office space and parking for Nutrition and Services for Seniors in a RM-M (Residential Multiple Family Dwelling-Medium Density) District FILE: 2069-P STAFF REPORT The Planning Manager recommends approval subject to the following condition: 1. Construct an 8' tall wood screening fence and 10' wide landscape strip along the north and northwest property lines of the subject property. Elaine Shellenberger, representing Nutrition & Services for Seniors, has applied for a specific use permit to allow for the expansion of office space and parking for its facility at 4590 Concord. Several years ago, City Council approved a zone change to RM-M for the property formerly addressed as 3840 Travis. Nutrition & Services for Seniors received this zone change in anticipation of expanding its facility sometime in the future. Nutrition & Services for Seniors plans to construct a 4,440 sq. ft. office building and an additional 47 parking spaces. The building will be used to house offices for the Meals on Wheels program and dispatchers for transportation. Access to the building will be off of Concord. The exit onto Travis will be used only for fire truck access as required by code. Exhibits are attached. PUBLIC NOTIFICATION Notices mailed to property owners 26 . Responses in Favor . Williams Survey, City of Beaumont, Jefferson County, Texas, containing 1.149 acres, more or less. The design, location and arrangement of all driveways and parking spaces provides for the safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent developments; X 5. That adequate nuisance prevention measures have been or will be taken to prevent or control offensive odor, fumes, dust, noise and vibration; X 6. That directional lighting will be provided so as not to disturb or adversely affect neighboring properties; X 7. That there are sufficient landscaping and screening to insure harmony and compatibility with adjacent property; and X 8. That the proposed use is in accordance with the Comprehensive Plan. X ANALYSIS continued This application is in conformance with all eight conditions necessary for approval. Comments on Condition 1 follow: 2. All traffic will enter and leave the premises from the existing drive on Concord Rd. The property will be surrounded by an 8' tall wood screening fence. The proposed expansion will be compatible in the neighborhood and will allow a very important asset of the community to provide service to its elderly clients.
