Richardson, Planning Manager SUBJECT: Consider a request for a zone change from RS (Residential Single Family Dwelling) District to GC-MD (General Commercial-Multiple Family Dwelling) District or more restrictive district FILE: 2156-Z STAFF REPORT The Planning Manager recommends approval of a zone change to GC-MD for the south 40' of the subject property and GC-MD-2 for the north 210' of the subject property. David Morrow, the property owner, has requested a zone change from RS (Residential Single Family Dwelling) District to GC-MD (General Commercial-Multiple Family Dwelling) District or more restrictive district. The property is located at 2550 E. Lucas Drive. Mr. Morrow states that the property was the location of 3L Printing for thirty plus years. He purchased the family-owned property in 2009 when 3L Printing went out of business. He says that he currently runs a screen printing business from the existing 5,000 sq. ft. building. The south 150' of the property is zoned GC-MD. The north 250' of the property is zoned RS. However, approximately 33' of the north end of the building falls within the RS zoning. Mr. Morrow says that he currently has no plans for the remainder of the property but does hope to expand his business into athletic/business uniforms as well as embroidery production. Any expansion within the foreseeable future will be contained within the existing building. In 1987, the north 250' of the property immediately to the west of the subject property was zoned GC-MD and granted a specific use permit for a funeral home. Between 2007 and 2012, three property owners have requested zone changes from RS to GC-MD along E. Lucas. Two of the requests were approved for GC-MD-2 and the third was for GC-MD. The reason for the rezoning of the two cases to GC-MD-2 was of concerns over what kind of impact GC-MD zoning would have on surrounding residentially zoned properties. In this instance, properties to the north and east are zoned RS. Since the applicant has no plans, at this time, for the development of the remainder of the property, the Planning Manager feels that GC-MD-2 would provide the necessary protection a specific use permit would provide. The Planning Manager has discussed this with the applicant and he understands the procedures that would be necessary to develop the rest of the property.
