STAFF REPORT
The Planning Manager recommends approval.
Nathaniel Tarver, the property owner, has applied for a specific use
permit to allow a bottle club in a GC-MD (General
Commercial-Multiple Family Dwelling) District. The property is
located at 3410 Concord.
In January, 1997 City Council approved an specific use permit to
allow a drinking, recreational services and rental hall at this location.
At the time, Mr. Tarver wished to rent the building out for plays,
wedding receptions, gospel performances, private parties, family
reunions and musical road shows. The sale and consumption of
alcoholic beverages could occur depending on the particular function or
event.
In August, 2011 City Council approved a specific use permit to Lesha
Crawford to allow a drinking place on the subject property subject to
the following conditions:
1. ADA parking spaces shall have proper signage.
2. A No Loitering @ signs shall be posted in the parking lot.
3. Proper security shall be provided.
That business has since closed. Mr. Tarver would now like to
reopen the location with what is now defined by the Zoning
Ordinance as a A bottle club @. A bottle club is defined as a
A social meeting places where patrons are served drinks from
their own bottles of alcoholic beverages @. Mr. Tarver states
that he would like to convert the space back to a rental hall
for various social activities where the participants will bring
their own bottle (BYOB).

This application is in conformance with all eight conditions necessary
for approval. Comments on Conditions 1, 7 and 8 follow:
4. The proposal is to reuse a vacant building located in the
north end of Beaumont, situated in a commercial area along
an arterial street in an older neighborhood. The
immediate area facing the building along Concord and
Steelton is developed commercially.
7. No fencing or landscaping is required. The building has
existed many years and there is a concrete paved fire lane
extending along the sides and rear of the building.
8. This adaptive reuse of this building in the A Conservation
and Revitalization @ area is in accordance with the
Comprehensive Plan. New development and reinvestment in
the area may help to prevent or reverse deterioration along
Concord Road.
